Who can buy an executive condominium?

At least one buyer must be a Singapore Citizen and the household must apply under an eligible scheme, usually the Public Scheme, Fiancé/Fiancée Scheme or Joint Singles Scheme. Gross household income must not exceed S$18,000 a month, raised from S$16,000 on 8 May 2026. Nobody in the household may have owned or disposed of private property within the last 30 months, and an existing HDB flat must have completed its MOP and be sold within six months of collecting the EC keys.

Citizenship and the family schemes

A new EC is sold to a family nucleus, not to any buyer who wants one. At least one applicant must be a Singapore Citizen and at least one other must be a Citizen or Permanent Resident. The usual routes are the Public Scheme for spouses, children or parents, the Fiancé/Fiancée Scheme for couples marrying within three months of key collection, the Orphans Scheme, and the Joint Singles Scheme for two to four single Citizens aged 35 and above. An all-PR household cannot buy a new EC from the developer, though PRs can buy an EC on the resale market after the MOP.

The S$18,000 income ceiling

Household gross income, averaged over the last 12 months, must not exceed S$18,000 a month, raised from S$16,000 under the policy announced on 8 May 2026. It counts every working person in the application, and for variable income the assessment uses the documented average rather than a good month. Households close to the ceiling should check the arithmetic before launch, because a bonus season can push an application over the line.

The 30-month private property rule

Nobody in the household may have owned, sold or disposed of private residential property, here or overseas, within the 30 months before the application. This includes property held through a trust or inherited. If your 30 months ends close to launch, note the exact date.

If you own an HDB flat

You may apply if the flat has completed its minimum occupation period, and you must sell it within six months of collecting the keys to the EC. Because Canberra Drive EC will only be completed several years after launch, most upgraders have a long runway here, but the sale still has to happen and it has to fund the later payments.

Grants and the resale levy

Eligible first-timer families may receive an EC CPF Housing Grant of up to S$30,000, scaled to household income. Second-timers who previously enjoyed a housing subsidy pay a resale levy, which is deducted from the grant or paid in cash. HDB's own page sets out the current tables and should be your reference at application time.

Timing against the 90% quota

Eligibility is one thing; getting a unit is another. For the first two years after launch, 90% of units at Canberra Drive EC are reserved for first-timer families. In a project of about 185 homes that leaves roughly 18 units for second-timers in that window. If you are a second-timer set on this project, plan for that arithmetic rather than around it.

Is there a grant for Canberra Drive EC?

Eligible first-timer families may receive an EC CPF Housing Grant of up to S$30,000, depending on household income. Second-timers may be liable for a resale levy.

How many units go to first-timer families?

90%, for the first two years after launch. Under the earlier rules it was 70% for the first month. Second-timers compete for the remaining 10% during that window.

Do I need to sell my HDB flat if I buy this EC?

Yes. If you own an HDB flat you must have completed its minimum occupation period to apply, and you must sell it within six months of collecting the keys to your EC.

Can Permanent Residents buy Canberra Drive EC?

A PR can buy with a Singapore Citizen under the eligible schemes, but an all-PR household cannot buy a new EC direct from the developer. PRs may buy an EC on the resale market after the MOP.
